AG seeks reply for Wasteful expenditure

Bhubaneswar : Accountant General (AG) of Odisha issued a letter to the Sports and Youth Services Department on July 29 regarding the wasteful expenditure rendered by the department regarding the diving pool infrastructure at Swimming Pool Complex at Kalinga Stadium.AG also instructed to furnish the reply in two days.

The creation of sports infrastructure without assessing its utility and availability of coach rendered wasteful expenditure.

The swimming pool complex was completed in the February 2008, which is having the facility of diving pool, racing pool, warm-up pool, kids pool and two sophisticated AC Gymnasium including a spectator gallery.

Audit noticed that the diving pool which was constructed since 2008 with an expenditure of Rs 3.29 crore had not been used since date of creation due to lack of diving coach.

The AG team also found that though not a single player ever used the diving pool the department incurred an expenditure of Rs 16.02 lakh on its maintenance during 2013-17.

During the joint verification along with joint secretary cum manager of Biju Patnaik Swimming Pool Complex it was found that the pool filled with dirty water and algae laying unused.

In the year 2013, the members of Odisha Council of Sports decided to explore the facility of diving pool by appointing a diving coach in consultation with swimming federation which is yet to materialise.

It was also found that a semicircular small kids pool constructed in 2008, remained non-operational being small in size. It was dismantled in the year 2016 and on that place a canopy was constructed for used by trainees and parents. .
